can i use baking powder if the recipe calls for baking soda?

more than likely you can.
baking soda is sodium bicarbonate
baking powder is sodium bicarbonate + an acid usually in the form of cream of tartar
a single acting baking powder responds to water being added to the mixture
a double acting baking powder responds to both water and heat
what happens to any carbonate when it is exposed to an acid solution is that it dissolves [see Carlsbad Caverns ]and in the process releases carbon dioxide
which along with steam cause your product to rise.
Usually recipes that call for baking powder have an acid somewhere else in the recipe often in the form of butter milk or yogurt. sour things are acidic
Taking this one more step if you had a recipe that called for baking powder you couldn't use baking soda because there wouldn't be an acid present to release the CO2

If it calls for baking soda best to use that because there are other ingredients that also are affected by the soda and baking powder does not react the same

baking powder make it rise but baking soda made the cake stable...

No! They work in totally different ways. Some things about a recipe you can change, but that one you never can!!
