I think its a male and a female because they have bonded quite well, living together inside their nest box. Although I haven't seen them mating. Kissing, yes.

It does sound like you may have two females. If they are laying more than 4 eggs or so, that is a clue. If you are around a lot you should have seen them mating, but even that isnt a definite indicator, as females will mount each other.

If your birds are young they may just not have it down yet as far as mating or incubating. And birds are just like people, some are not capable of reproducing.

I would suggest making sure their diet is excellent. Dont just feed seed. Add vegetables, fruit, whole grain bread, and most importantly protein. This can be in the form of hard boiled egg with the shell. In the wild birds that are normally seed eating will suplement their diets with insects during breeding season to make sure they have enough protein. Eggs are a lot easier to give than bringing in bugs!

this could be two females playing house, they will do this and lay eggs
or it could be that the birds just haven't gotten the hang of it yet
(hatching eggs) some of the parrots "practice" several times
laying eggs and hatching before they get the idea of what they are supposed to do
