People are not diagnosed with mental retardation until after the age of 3. It is called a developmental delay up until that time.
Your question is really rude and offensive to those who have children with special needs. If you really have a nephew who was born with problems you just tell your brother congratulations on the baby, because he will bring joy to their family.

As a mother of a severely brain damaged child I have 2 bits of advice for you.
1. Dont say "retarded" its out dated, its usually used now a days as an insult. I hate that words. Most disabled people hate that word. Say brain damaged, disabled, special needs etc.
2. Say Congrats! Your nephew is here, despite his problems he is still your nephew and he is still your brothers son. Do not treat him diffrently than you would any other nephew, deep down he is just the same.
Please try to be there for your brother as well, its very hard raising a child with such challenges.

Say congrats. He has a son.
Change your vocabulary. The child is developmentally disabled. Your son has a long, heartbreaking road ahead. He also has the gift of all the joys a child brings.
The child has every opportunity to grow into an adult who can function at his maximum level independently, even if he lives in a group home eventually. Be the loving sibling. Love your nephew. He is a gift.

First, please change the way you speak of the baby. The baby may have been born with a syndrome that usually includes mental retardation. The baby may have other problems too. PLEASE offer support to your brother and the baby's mom. This baby is a precious life that may be a real blessing to them as well as a stress. Help them love him, point out his positve features (cute, pretty eyes, etc.) Ask specifically what the doctor said, or speak to the doctor yourself (with the parent's permission). I spent 30 years as an R. N. in hospital nurseries and have seen how difficult this time is for parents. You are the baby's aunt...be the kindest, most loving, accepting aunt you can possibly be. I hope the baby does well and is a blessing to all your lives.

By all means congrats. Down's syndrome kids are affectionate and a joy to have around. I spent 7 years working with Autistic kids and the rewards are huge. It's like everything, the more you put in the more you get out.

A baby is a baby. A baby is to be celebrated, no matter what problems the child has, it's a new life.
EDUCATE yourself on your nephew's condition. Find out whatever you can in order to help raise this child. You might be amazed with yourself, too!!

Tell him congrats because retarded children are much much much more sweet than normal kids...they aren't greedy they don't care what they get or how their life is...it's just nice and even if they aren't as smart as all of the other kids and take more money and time and effort in my opinion it would be worth it.

the word retard is harsh especially when using towards an innocent baby. don't ever be "sorry" when a baby is born rejoice knowing that your family has been blessed with a baby. whether the child has problems or not.
