The reason that Head and Shoulders isn't working is because you don't need it. It's a dandruff shampoo, and you don't have dandruff. And baby shampoo is best when you need a gentle shampoo for your hair, again not the problem you currently have.
Dry scalp mainly is something you develop from what you do to your scalp and hair with the products you put in it, and how you style it. There are other conditions that have the same symptoms, but are more serious. They aren't something that develops from how you treat your hair, but instead are part of your genes.
What you need is a good scalp therapy shampoo to moisturize, protect, and help to sooth your scalp. That will give it a chance to heal because you won't be scratching it, which will only make the problem worse. For something from a regular store, try Neutrogena. There are two lines that might work well for you.
The first option is their Triple Moisture Active Soothing shampoo and conditioner. This is what I would start with first. It's a gentle line that you can use everyday, and won't overwork your hair. The ingredients are fairly mild, and won't aggravate your condition if it's more than just dry scalp. In addition, it smells good, and is good for your hair as well as your scalp.
The second is their T/Gel. It comes in 3 different strengths from moderate to severe scalp problems. If you try this, I suggest you start with the lightest, and work your way up. If you don't need a strong treatment, you can actually make the problem worse, or create a new one, by using chemicals that are too strong for your needs. It will also help if you have more than just dry scalp, like Psoriasis.
Whatver product you choose to use, you might also want to re-think your hair routine. You may be causing more trouble for yourself than any shampoo can fix. Limit how much styling product you are using, or just put it on the ends and not the scalp. Try to keep heat to a mininum; too much heat from blow drying or heated styling aids can and will contribute to dry scalp. And when skin dries out, no matter where it is on your body, it will itch and the dead skin will flake off.

The thing is it does sound like you have dry scalp. Why not go to pharmacy and look for a medicated shampoo one that is a step above what ur already using. Also for dry scalp Paul Mitchell came out with the Tea Tree Therapy conditioner. It is very sooothing and does the trick all the time for me.

get the scalp treatment. or you could try a hot oil treatement and leave it on for 30 minutes.

STOP USING HEAD AND SHOULDERS!!! head and shoulders is for dandruff, and most people dont know that real dandruff is oily and NOT dry. the head and shoulders your using is just drying it out more... try using a three minute conditioner that you've rubbed good into your scalp...
... and check to see that it's not lice!!

if it's constantly itchy you may have lice. if you have dandruff (dry skin on your head) then you may need to use dandruff shampoo. at any pharmacy store (Walgreen's, rite aid) you can get it, you'll see on the front it says *dandruff battling* or something similar. you see my point.
something for your lice (if you have it) would be washing your hair with oil (olive oil, baby oil, any oil other than car oil). washing your hair with yogurt fortifies it so you'll have less problems with it, it becomes healthier (I'm not joking, but don't get the flavored ones because they have sugar in them, and btw, the best conditionner is pantene, just giving you some extra info). but if none of this works you may want to see your doctor because they can give you a perscription shampoo that will be more effective.

look for other dandruff shampoos in the area where you find head and shoulders. there are better brands out there than that and yeah it shounds like you have dry scalp. read the directions on the bottle.

It probably is a dry scalp. Do you have eczema? Because if you have eczema, most likely its because of that.
resist the temptation to ITCH IT! thats never a good thing. Talk to your doctor about a medicine or something!
washing your hair pulls all the oils out and makes it even drier. [Thats why you wash your hair! So it isn't all oily and gross] So washing it even more will only make it drier!

A dermatologist can prescribe shampoo for your hair... or you can try getting hair grease from the store. Hair grease moisturizes a dry scalp and stops flaking...

My suggestion....
One - Try to grease your scalp or..............
Two - Tresseme - I used it on my itchy scalp and damaged/dry hair and now my hair is perfect! No more problems! Just get the right formula for your hair, most people do not read the label! :)

My hair is really short. I wear it in a cropped pixie. I love it. I just couldn't be bothered with long hair anymore. I have to wash it every day if I want it to look good. I just towel dry it and go because if I use the blow dryer then it makes it look funny. You can also style it with a pomade or hair wax.

You can get special shampoo for dry scalp but never use pantene. It contains silicone which is really bad for your hair.
