If this friend is really a 'close' friend, then spend whatever you want to.
I myself, spend about $50 to $100 on my close friends for a
birthday gift.
I guess it all depends on how close they really are, and what you
can afford..
But $50 or more on someone you call a close friend is, and
should be worth it, don't you think!!

Get something you can afford that is from your heart. You can go to borders or Barnes and noble and get a beautiful and meaningful book mark or gift book for a few dollars. Perhaps a t-shirt or sweat shirt with a picture that will bring a smile to the person's face. Pens come in a variety and can range from a few dollars to millions for a diamond encrusted one. Try to think of something that the person can use that also symbolizes your friendship.

It depends on how much you make or have. It depends on your budget. Not everyone is the same. So let your wallet be your guide. It's the thought that counts. Good friends should not expect expensive gifts from their friends. Good friends would not want their friends to spend beyond their means to get gifts for them.

The amount you spend is relative to what you can afford. One should never give a gift that will create a financial burden for the giver.
The reality is that a gift is an expression of freindship and caring. Any gift, regardless of cost, should be appreciated as such.

No amount is too little. A thoughtful card is a wonderful thing. If you must buy a gift, something simple is fine. If he/she is your friend, price shouldn't matter.
