What is the cheapest high quality SLR camera? I really want a professional camera at an affordable price so that my parents wouldn't mind getting me one for Christmas or my Birthday coming up in December.

The cheapest DSLR that is worth owning is probably the Pentax K110D, and this is coming from a Nikon fan.

Check out this set-up. Here's the body and 2 GB card for $450:

..and the "kit" lens for $110:

They may be able to reconfigure the package for a few dollars less, but I'll let you figure that out with the people at B&H!

This is a decent camera. http://www.dpreview.com/reviews/read_opinion_text.asp?prodkey=pentax_k110d&opinion=33417

If you want "higher" quality and want to spend double the money, get back to me............and I'll tell you about the Nikon D80.

When you start getting into DSLR it is unwise to go for cheapest as your guideline. Many such as Nikon/Canon offer entry level DSLR decide what you want it to do and what accesories you can add on at a later date. e.g Canon 350D has just been upgraded by a new model which is not significantly better but you should be able to get a good deal on the old one (for a short time!). It also has tonnes of assessories even old SLR lenses fit.
Spend wisely now or you regret going down the cheapest route later when you have some spare cash but can't upgrade what you bought

Nikon has a couple high quality digital SLRs, including the D50 (about $650) and the brand new D80 ($1200). The D80 is certainly capable of better image quality than the D50, but obviously it costs quite a bit more. A new entry-level dslr, the D40, will also be coming out soon, and will cost about $499.
