Satellite TV are known to lose their signals in inclement weather. Does this happen in navigation devices since they also use satellites?

Yes, satellite navigation still works in the rain. It may reduce the signal quality somewhat, but the amount of data coming in for GPS navigation is not as reliant on continuous quality as satellite TV signals.

I wouldn't think so. If anything, solar flares would disrupt navigation devices before rain would. It would have to be a very, very bad storm for the signal not to get through.
