yes... The bible says it directly in : James Chapter.4, Verse.17
Therefore to him that knoweth to do good, and doeth it not, to him it is sin. KJV
I knew that verse was in there somewhere but it took me some time to find it, being in the small but important and powerfull part of the bible.
"the person who does not do the good he knows he should do, is guilty of sin" Today's English Version

And it says it indirectly too, many times, for example when Jesus was upset that even the religious leaders were complacent not to
stop the money-changing in the temple;
Also when he saved he saved the animal's life on the sabbath, showing that non-complacency in order to save a life was the right thing to do, even at the expense of the technical regulations not to work on the sabbath, It seemed more sinful to be complacent, not to help a living creature than to break the rules about sabbath.

and the example of the diligent Pharisee in a hurry to the temple and complacently ignoring someone along the way who was injured or needed help, was a hypocrite, for wanting to show up for his job, but not helping out someone in need as he should have.

Well, the American Heritage Dictionary defines "complacency" as this:

NOUN: 1. A feeling of contentment or self-satisfaction, especially when coupled with an unawareness of danger, trouble, or controversy.

I'm not sure if that is sinful, though. I think it's more a state of ennui or however it's spelled (it's French). It would only be a sin if you neglected to do something important during this "dangerous" time because of your contentment. Complacency, I guess, could cause you to be sinful. Neglectful is sinful. Not caring is sinful. But I'm not sure if complacency really fits in there.

Not really, up to the person and what kind of situation you got. Like the old man satisfied with everything over in his life, that's neccessary. Complacency is easy to take person down on another eyes appraise you, especially when you feel excessive pride, being a vain and conceit. Nothing would be enough. Complacency's not reallly sin, but it pains you down.

Justin,

Yes........just a few examples

Hosea 13:5-6
I took care of you in the wilderness, in that dry
And the thirsty land. But when you had eaten
And were satisfied, then you became proud and
forgot me.

James 4:17
Remember, it is sin to know what you ought
to do and then not do it.

Revelation 3:15-17
"I know all the things you do, that you do neither
hot nor cold. I wish you were one or the other!
But since you are lukewarm water, I will spit you
out of my mouth! You say, I am rich. I have everything
I want. I don't need a thing!" and you don't realize
that you are wretched and miserable and poor and
blind and naked.

Peace....

Well that would be a personal matter. If GOD was telling you to do something and you flat out refused then yes It is sin. I.E. Jonah.
There is also times when we should be still and know that he is GOD.
Sin is an old archery term that means to "miss the mark"
So to not do anything when you should would be sin. To do something when you were not supposed to would also be sin. That way we need to stay close to GOD to understand what he wants us to know. It's all about that relationship.
May GOD richly bless you.

Dictionery definition of complacency is self satisfaction or smugness. Revelation 3:17 says "Because thous sayest, I am rich, and increased with goods, and HAVE NEED OF NOTHING; and knowest not that thou art wretched, and miserable, and poor , and blind, and naked".......verse 19 (last part) says to "be zealous therefore, and repent". So, I would say that yes, it is a sin if we have need to repent.
