You are going to have to dive right into this if you want to fix it.
It really sounds like you have a short in your system and it is somewhere by your pedal and all that good stuff that makes your pedal move....linkage.
Sometimes it is pure heck to find a short!
Finding a short is like climbing a tree...you start at the main spot and go up. You go to the first limb and follow it all the way to the branch on that limb and follow those to each twig. .. then go to the next branch and work your way through so you have done it all systematically and that way you don't keep going over what you have already looked at and maybe tested.
Sometimes you can get lucky and it will be easy to spot. Look around for a frayed wire with a really good flashlight. Or a wire that is grounding out on something when the cart first moves.
If it isn't easy to spot then you probably should start at the battery and follow and trace each and every wire to make sure that they are in good shape. If not...then good 'ole electrical tape.
If some are looking too bad to tape..then you need to replace the wire.
I have always been a stickler for being able to unhook the battery every time I was working on something electric.
There was a time that I saw this guy get his skin melted to his wedding ring. The first thing he thought of was to pull it off and when he did he took all of the flesh with it. It was really gross and now I am really carefull with batteries and all that good stuff.
Get an electrical tester too. Heck, get a couple. For some reason they always have a way of disappearing when you need them and they aren't the much to buy.
If you get someone that is trying to help you and your not sure if they know what they are doing.....pull out a big screwdriver and keep them away...from you, the cart, and especially the tools.
UNLESS they know what they are doing,
Good luck and I hope that you figure it out.
