Other than for symmetrical development, presuming it is necessary to do both, are front and side shoulder lifts necessary? Or can I just do one or the other?

The shoulder has three "heads", the front, side & rear. To have a complete look, what used to be called "cannonball delts" you should exercise all three, with front raises, side lateral raises and rear raises. Throw in front military presses and you should be all set.
