the older puppy, Louie, seems to be in heat and wants to hump everything in site.. including this brand new puppy who is very tiny.. we got the silky terrier 9 days ago.. and the puppy just tonight.. what can we do to make sure they get use to eachother.. but keep them both safe ?

Neuter Louie and when the puppy gets old enough neuter or spay the puppy as well. It will keep them both healthier. Keep Louie (I don't know if the younger puppy is male or female) from wandering and marking his territory which he will do particularly in the house because of the other dog being present. If the younger puppy is female it will prevent cancers and prevent unwanted pregnancies. If it is male it will prevent the same problems mentioned for Louie.

Sounds to me like Louie is in that adolescent phase. Some male dogs especially feel the need, at this age, to see whether they can become the boss of the house.
Humping in dogs is not always sexual; often it is to establish dominance. (Males don't go into heat; they're always ready, unless they're neutered.)
I had a dog that, at that age, started scaring our guests.
The solution to this problem is to make sure he understands who is in charge. Obedience training is very good for this; even if he's already had it, give him a refresher course. Make sure he can sit and heel on command, and maybe teach him some tricks. He will enjoy this and it will show him where he fits in.
He probably won't really hurt the puppy; I don't think this is his intention. But use your own judgment.
The yorkie is pretty young, but he will learn to assert himself in time. (or she will, as the case may be). Yorkies are not wimps.
