Eeep! Keep them away from the mushrooms - that can't be good. There's a DVD called "Really Reliable Recall" that you can get that will teach you how to get your dog to come no matter what. (using all-positive methods!) Link below.
As far as the harnesses - it seems that a Yorkie's fine hair would be broken by leaving them on all the time. Are you having trouble putting them on? (Or, do the dogs not like having the harnesses put on?) If so, give them mega treats only when you're in the process of putting on the harnesses to change their association w/harnesses to a good one,

I wouldn't leave the harness on them all the time. Puppies are notorious for getting into things and climbing under things I would be concerned that the harness would get caught on something. While the harness would not pose a choking hazard like a collar it would cause a lot of discomfort for the pup if it were to get caught up on something.

Yes, maybe you should just in case they run out the door and u have to chase them. One day i took my dog's harness off and he ran away that same day. When i went to chase him i had to put his leash around his neck and i don't like to do that because i think it hurts them. Well that's why i think that u should keep your dogs' harnesses on.

Are you talking about in the house as well? Like 24 hours a day? I'm sure they would get used to after time but it would be annoying!

They'll wiggle out of them, if you're not going out, take em off and put them where you can find them!
