It depends on what kind of kiss we're talking about here. A quick peck on the lips doesn't make someone bi or bi-curious. Hell, in this day in age even making out with a member of the same sex doesn't constitute homosexuality.

Yes it is normal and yes it means they are bi or bi curious. There's nothing wrong with it, most guys (and lots of girls) like it a lot.
