Sometimes they do. You can tell if a perfume is "bad" by it's smell. Some lose their scent and some get a really strong odor. I found some perfume/cologne (didn't know which as the label was in German). It's packaging looked like it was probably purchased in the 1960's, maybe early 1970's. It's smell was a very strong, pungent alcohol smell. The small roll on that was with it smelled okay. So maybe packaging has something to do with it also.
