The link below is the IRS answer to "How Do You Report Suspected Tax Fraud Activity?" As someone said, you can use Form 3949-A and can remain anonymous.

That's none of your business. I follow a very simple rule in my life : do unto others as you would have them do unto you. And besides, Karma has a way of giving ppl what they deserve- it's in the Bible as well. You worry about you and God will handle the rest.
Nobody likes a snitch - how would you like it if someone got into your business?
And $13,000??? C'mon, that's not enough to live on.

If you do it at all, be anonomous. IRS assumes that if you're telling on someone it's for revenge, and your info goes into file 13.

Go to IRS website and get FORM 3949A "information referral" and mail it off.
