She does it all day, when she walks by me, when I come home, all the time, WHAT DOIES IT MEAN???

Its a cat comfort greeting. Your cat simply got into the habit of doing that whenever she passes you. Maybe she senses that you need comfort or calming? She's a smart kitty!

She is happy to have you around. This is happy talk if it is in the high tone. When the tone goes lower, then she wants you to notice her, talk to her , pet her, she's getting your attention with the lower. The "chirping" sound is what I think you are referring to. My cat does it when she wants attention or is happy to see me after being gone all day.

I think it's a mixture of getting your attention & trying to initiate play. I think its called chirping. Its sooo cute.
