He's turning 26 and said he doesn't want to make a big deal of it, but I want to do something special for him.
In the early evening he's going out to the pub with a few friends (I can't go...I'm still under 21. Plus I want him to hang out with his friends for a while) but then for the rest of the night he says we can do whatever I want.
Obviously the night isn't about what I want, it's about him. Any good ideas?

Hah, how did I know everyone would respond with sexual stuff? Well yeah I suppose he'd be getting some of that, but I mean what kinds of activities can we do *out* of the house?
Or should I just let him spend the night at the pub, since he doesn't want to make a big deal of his birthday?

Dinner, movie.
Those are all regular, but maybe you can go to the place that you had your first date at? Or a special place that you guys have.
Make a nice dinner at home, of his favorite food and pop in his favorite movie!
whatever you do, make sure the two of you are doing it together, and you're bound to have fun!

well now obviously if he is going out drinking; if he is a real man he wouldnt be back early enough for there to be much of a night left. so get a fake ID and join him and his friends. Otherwise sit at home and do nothing.

Get some tickets for a football, basketball, or whatever game of interest to him. Go with him to the game and have fun. Or take him to a good comedy club.

Go to a movie, or the mall, or a restaurant, or have some friends over and do something at someone's house or something like that.

That would be romantic and not break the bank for you.
Spend time just having fun in the kitchen making his favorite meal.

dont bother, he'll get hammered while down the pub with his mates and wont come back. or he'll be so drunk he wont be in any fit state to do anythin.
