Probably not. Every day, you need to wash the neosporin off with warm water and soap, pat it dry and put new neosporin on - do this twice a day. Watch for signs of infection - yellow pus coming out of the wound, increasing swelling or redness or tenderness. This should take you to your doctor to get an antibiotic.

I have done this plenty of times. Cut up your spuds into large chunks, pu them in a large pot and cover with water. Leave in the fridge, covered.
When you're ready to cook, drain the potatoes and boil up some fresh water. You're totally good to go.

Yes, my grandmother often did this. She would put them in a container of water and put them in the refrigerator until she was ready to cook them. They were fine, but make sure the water is enough to cover them completely so the top ones don't brown.
