I would travel with out and buy on entry. Irish citizens typically are given the same access as British. Below is from the Foreign and commonwealth office website. Alternativly phone consulate and find out how much for express service double check how express the service is before submitting or he may end passportless!

Visas

British passport holders are given entry for 30 days, without a visa, on arrival. From 1 October 2006, visa free entry will be limited to a maximum of 90 days in any 180-day period. Once the 90-day limit has been reached, further visa-free entry will not be granted. However, time spent in Thailand on a tourist visa issued by a Thai Embassy or Consulate will not count towards the 90-day limit. Overstaying without the proper authority is a serious matter and you can be held in detention until a fine is paid. The only legal way of obtaining a new visa, entry permit or extension of stay is from a Royal Thai Embassy or Consulate, an Immigration Officer at a point of entry into Thailand or one of the Immigration Offices around the country.

if your not going for more than 30 days you dont need a visa mate UK/Irish get a 30 day tourist visa when you pass through Thai immigration on arrival at the airport and if your going over 30 days you can just cross a border for a new 30 days after the old one expires...

No worrys mate its easy hundreds do it every day

He can get a visa within 30 minutes if he goes in person to the Thai Consul in Hull. If you are staying for less than 30 days you can get a transit visa on arrival at Bangkok airport. For more info check out

they have an email address for queries

Simple.. Fly to bangkok. You get a 30 day visa on arrival. If you plan to stay longer than 30 days apply at bangkok airport BEFORE the immigration at the "visa on arrival' window. make sure you have passport size photo's. money. An onward ticket. proof of enough money to keep you while in Thailand. An do do noy arrive looking like a well worn traveller. dress smart and sensible. Arrive in cut down t shirt, shorts, tatoo's and flip flops and you will have trouble

Irish passport will get a 30 day visa on arrival. If you want to stay longer just do a border run to Cambodia and come back the same day. There are visa run business's setup in Bangkok solely for this purpose.

I would call the consulate to make sure I see conflicting reports that Ireland needs to get a visa before entering the country. All that said I would call a visa specialist service because they seem to have people working in them that have influence.

Are you travelling for more than 30 days?? If not he doesn't need a visa. If you're going for more than thirty and he can't get a visa before you go, he has the choice of delaying the flight until it is done or keep on nipping accross the border to Vietnam/Cambodia etc and then re entering Thailand every 30 days. A lot of travellers do it I've heard!

If you pay a big enough fee I am sure they can do it. It must be issued in time to go. Make them realise it is needed for that date and ask what will it take to ensure he has it for his flight.
