well simple dehydration means lack of water, you can become dehydrated in any weather if your not careful.

The cold can be extremely drying. My skin and hair have been super dry for the past few weeks (and it's not even that cold here).
I'm not sure exactly why, but I think it has to do with the fact that there's hardly any moisture in the air when it's really cold.

Simple, when you breathe, you lose moisture, you can see it leaving your mouth in the form of "condensation" when it's below freezing. If you're breathing (and I hope you are) you are losing moisture no matter what the weather, you'll become dehydrated faster in hot weather but, you will still lose moisture in other ways besides perspiration in cold weather (urination, breathing, etc.)
