Many latin women have sexy and shapely butts and it seems to be in there culture quite a bit. They seem to like to show them off.
It also seems that pinching and slapping of buttocks is a bigger thing in there culture. I've even seen slapping/pinching between friends and even family members (Parents/yonger ones/etc.) Am I right?
Do blacks, whites, or asians do this much?

Excellent question. I noticed Latinas and especially Italians love to do this.
I am not Latina or Italian just another white guy and I notice people of my race do not typically enjoy it when I pinch, grab and spank their bottoms. I enjoy it but usually have more luck getting blacks, Italians and Latinas to do it to me.

I’m Italian, I can tell you this much our girls and Latin girls have really great butts. As for family members - many latin/italian families are very close, so slapping each other would mean nothing sexual – simply a fun love type thing (not always appropriate). As for friends it can be a hint that there interested, or a suggestion that they have a nice butt. I don’t think I speak for everyone, but that’s my opinion. I have seen blacks do this as well, never Asians though.

Some do, and some don't. It's really an individual preferrence. I say if ya got it, flaunt it, lol.
