one recipe calls for heavy cream--mashed potatoes
but another dish calls for light cream OR half & half
can i use the light cream or half and half in the mashed potatoes recipe too?

I would say yes, the potatoes might not be quiiiite as thick, or maybe you won't even be able to tell. I would use the half and half in everything

Id go with what Kelly said, half and half. Its rich and tastes good in everything.
