LARGE 25-30 MEGATON STRATEGIC DEVICE THAT WILL TAKE OUT AN ENTIRE CITY APROXIMATELY 20-40 MILE RADIUS, I BELIEVE.

ONLY THE FORMER SOVIET REPUBLICS HAVE THE LARGE BOMBS OTHER THAN U.S. AND CHINA MAY HAVE A FEW UNDER THIRTY, BUT FOR THE MOST PART THE SMALLER ONES ARE THE THREAT TO US RIGHT NOW FROM ROGUE NATIONS.

ww2 ... and the FDR/Truman governments would allow. Add to that any & all governments that were willing to buy/sell the info as had the money/needed the money for the technology.
