Peter was loosing faith. It can actually be seen as a metaphor as well. When the winds start blowing us around, we start to sink, unless we grab onto Jesus who can walk on the water :P

He took his eyes off of Christ and began sinking. The same holds true today, when we take our eyes off of Christ, we sink into the waves of sin that this world threatens us with. When he cried out, Christ took his hand and lifted him up and said "Why did you doubt". Have faith that Christ is always there to lead us through the dangers of this world. We can walk over them without even getting our feet wet.

There are several things that could have caused it. He took his eyes off of Jesus, and lost his focus. Perhaps he realized he was actually doing something so unbelieveable that his worldy understanding got in the way of the faith that was holding him up. Perhaps his faith would only carry him so far, and he began to doubt.
One or all of these is as likely as the other.

He got scared.. remember he got out of the boat ready to use his faith but then he got scared looked away from Jesus at the conditions around him and started sinking. That happens to us a lot.

Not the wind, but having taken his eyes off Jesus, Peter began to fear the wind and waves more than he had faith in Jesus, and he sunk.

Peter began to sink when he toke his eyes off Jesus. His doubt/disbelief of himself when he realized that he was walking on water made him begin to sink.

When he did not focus on Christ his faith weakened. The action of focusing on Christ is physical and real and Saint Peter shows this through his example, just as Christ taught all His followers.
