Learning English is about communicating with another person, i.e. being able to have a conversation with another person. So get with another person and practice questions and answers, in different situations you might come up against. e.g. If you meet a new person, how will you introduce yourself and say Hello? If you want to talk about a soccer match on TV, how will you express your opinions? If you want to buy some food at a local store, how will you ask them to pack it up for you? Learn words and sentences you like first, then choose the difficult ones. You must learn to speak aloud. The very act of making the words leave your lips will add to your confidence. Reading and listening are very good, but speaking is the most important thing for vocabulary and pronunciation.
