The easiest is Windows Movie Maker which included in your windows or final cut in MAC OS.
The quality but not cheap but acceptable is Adobe Premiere or Elements Pro. If you are English speaker and have basic knowledge about PC, you will learn how to use it very fast.

To me, the Roxio products (forgot the name, but it's a Roxio product).
