Depends, was it crafted into something that is noticeable or is it just a glob of melted glass. If it's just melted glass then it's a good bet that it just proves that lighting can melt sand.

It could be evidence of a lightning strike, that struck the beach and formed the sand into glass known as a fulgurite

No, a more likely theory is that its a part of a huge, vast glass spaceship fueled by glass, which runs without anyone running them, and was just formed by chance.

If its on a beach (as in sand) it could mean there has been an intense heat source there or that someone broke a bottle or jar or something

depends on the age of the glass. If it is billions of years old; pre existing human existance, then yes it would be.
