I would try ebay. Also search the net for people who sell feathers. I saw a feather specialist at a craft fair in Sacramento/ Folsom california area a year ago... people who do crafts with "Gourds" seem to use a lot of feathers. Anyhow there was a person there who specialized in feathers.... some really rare ones too! I bet you could also contact an area taxidermist or even a pet crematory/ cemetary. Not that magpies are common pets, but sometimes they do cremate dead birds as a courtesy to animal control or citizens who are not sure what to do with them. With the whole bird flu scare I know a lot of people who bag and send dead birds they find lying around to area pet crematories. Sometimes, they sell the feathers and such to artists, or donate them to schools, of course they sterilize them.
check there also when you look it up in ebay make sure you specify magpie.
good luck,
Tanya

Did you know it is illegal to collect remains of any native animal (unless they are a species available in a pet shop) without a permit?
