The devil is outside the universe only if you assume that god encompasses the universe. Also assuming that both exist.
Say that an apple is "in union" with the universe. A pear is also in union with the universe, but not part of the apple. Both exist in the universe.

"Devil" is part of "God" insomuch as he is God's creation (part of the "Universe". I don't see the problem with that....
