Regular milk will work it just will not be as rich as if you had used evaporated.

You can use this recipe :
Pumpkin Pie
"This recipe not only makes the best pumpkin pie, but it's oh so easy too! Serve with whipped topping."
Original recipe yield: 8 servings
INGREDIENTS
1 cup white sugar
1/2 cup packed brown sugar
1/4 teaspoon salt
2 teaspoons ground cinnamon
2 eggs
1 (15 ounce) can pumpkin puree
1 1/4 cups milk
1 (9 inch) unbaked pie crust
DIRECTIONS
Preheat oven to 350 degrees F (175 degrees C).
In a large mixing bowl, stir together white sugar, brown sugar, salt, and cinnamon. When these ingredients are well mixed, stir in the eggs followed by the pumpkin and milk. Transfer mixture to the pie crust.
Bake at 350 degrees F (175 degrees C) for 1 1/2 hours, or until a toothpick inserted into the pie comes out clean. Cool before serving.

You can make sweetened condensed milk with this recipe and then use the following Pumpkin Pie recipe.
Sweetened Condensed Milk
INGREDIENTS
3/4 cup white sugar
1/2 cup water
1 1/8 cups powdered milk
DIRECTIONS
In a saucepan, combine all the ingredients. Heat ot boiling. Reduce heat and cook until thick about 15 to 20 minutes.
Perfect Pumpkin Pie
INGREDIENTS
* 1 (15 ounce) can pumpkin
* 1 (14 ounce) can EAGLE BRAND® Sweetened Condensed Milk (NOT evaporated milk)
* 2 eggs
* 1 teaspoon ground cinnamon
* 1/2 teaspoon ground ginger
* 1/2 teaspoon ground nutmeg
* 1/2 teaspoon salt
* 1 (9 inch) unbaked pie crust
DIRECTIONS
1. Preheat oven to 425 degrees F. Whisk pumpkin, EAGLE BRAND®, eggs, spices and salt in medium bowl until smooth. Pour into crust. Bake 15 minutes.
2. Reduce oven temperature to 350 degrees F and continue baking 35 to 40 minutes or until knife inserted 1 inch from crust comes out clean. Cool. Garnish as desired. Store leftovers covered in refrigerator.

Do you happen to have any yogurt, plain or vanilla? Use regular milk and add a few TBS of this with a little extra sugar to the correct volume. That should work.

Other than reducing regular milk I don't know of anything else. Evaporated milk has about 60% of the water removed. I would reduce it by half by putting it on the stove and letting it simmer. It shouldn't take too long if you have some time.
