In the US there is no federal law (unless you are a legal alien), but some states and cities have laws requiring people to carry ID.

In the USA, you are not required to carry identification unless you want to do something that requires identification. You are free to walk down the streets, but may not drive a vehicle for example.
Of course if you break the law, you may be required to prove your identity.

Not ordinarily, but you must carry a driver's license whenever you drive. There are other identification you might need if leaving the country for another country, even at the borders of Canada/USA/Mexico. Positively must have photo identification when traveling by commercial air.

You do not have to carry I.D., but it is a good idea to do so.
If you happen to be walking down the street, by law an officer can ask you for identification. It sucks, but it's the truth.

Yes,most states have a law requiring such.
It is for the protection of not only the law enforcement officers who are asking for the ID that might help them to catch someone,not only for the protection of the law abiding citizens who are at the mercy of "runners" but also for the protection of the criminal.
Anyone who gets hurt in the event of an accident who is unable to speak for themselves needs that ID so they can have family notified.
As a general rule it is those criminals who have lost their ID due to legal actions or who are running that usually don't have any.
If you can not get a Drivers Licence due to a legal action,you still have to get a personal ID at your local DMV office.

In my opinion, (Yes) in the first instance, the differences in people through colour, mode of dressing, religion, country etc could be viewed as law of carrying identification imposed on us by nature.Depending again on the society you beleng, there could be a law to that effect and I think that very law abiding citizen should and must be able to identify him/herself at any given time through any acceptable means.

I live in France and the answer is yes.
The police can,if they wish,lock you up for three days without charge if you are not carrying ID.
So if you ever come here on holiday,make sure you have ID with you at all times
