What you describe is called "Leukoplakia", and it has many possible causes. Some of these are very serious, and you should see a Dr. right away in case this isn't caused by one of the less harmful ones.
Leukoplakia:
Symptoms of Leukoplakia include a white palate with numerous red dots due to the inflamed and dilated openings of saliva gland ducts showing throughout the whitened palate. Later, the mouth tissue becomes pale. In advanced cases, nodules may appear.
Causes:
Candida albicans, (Oral Thrush),a relatively common oral fungus, can be a frequent cause.
Possible Deficiency of vitamins A and B
Malocclusion; chronic cheek biting; ill-fitting dentures; and sharp, broken-down teeth that constantly irritate the mucosa are considered possible causes.
The use of alcohol has been suggested as a possible etiology because alcohol may irritate the mucosa.
Other possible causes:
Lichen planus
Chemical burn
Candidosis
Syphilis
Psoriasis
Lupus erythematosus
White sponge nevus

Yes, it's probably "Thrush", caused by the same fungus, Candida albicans, that causes yeast infections.
Since you didn't say, this is VERY rare in healthy young people. It usually happens to people with various ailments, whose immune system is weakened.
If you've been sexually active, you should get tested for HIV, since this type of infection is often one of the first signs! Don't get scared...it could be for another reason...but DO get tested!
In the meantime, avoid eating sugars, including alcohol and see your doctor for a prescription.

Never play with the eyes. Take her to see a doctor. It sounds like broken blood vessels. The question is Why does she have broken blood vessels in her eyes? Perhaps she isn't getting enough oxygen for some reason.

strep throat can cause strawberry tongue. but the white could be associated with something called thrush. see a doctor.
