If you're going to cook it in the oven, make sure that it's covered so that it retains it's moisture and cook it on a low temperature for a longer time. I prefer to cook roasts in a crockpot, on low all day long so that they're fall apart tender.

put some water in the pan with the roast before you cook it, and cover it with a lid or foil. Also, there are some really neat cooking bags out on the market that give you a more tender roast.
Crock pots on low setting for 8-10 hours also make for a really tender pot roast. You won't need to add much if any water if you do it in a crock pot. Also in a crock pot, put the potatoes and vegetables in first, then the meat.

the secret to a tender piece of meat is to:1.brown on all sides that sears in all the juices.#2. cook in slow cooker for 8-10 hours if you don't have a slow cooker . then use your dutch oven place the browned roast in the center and pour 1 cup of water over it place 2 tea bags on each side cover tightly with lid put it in a 250 degree ferenhite oven for 6-8 hr. keeping an eye on water level never let the pot go dry.

Don't cook it in a pot on the stove! Use the oven instead and cook it at a low heat, 300 deg., with water in a deep pan. Tiightly wrap the top of the pan with alum. foil. This takes 4 - 5 hrs.

Cook it longer and at a lower temperature. Make sure you have enough water to cover the roast. That way you will have lots of wonderful juice to make the gravy.

Yes, prior to putting it in the oven once you season it stick it with a fork and add about 1/4 of cup of vinegar, this will do the work.

If you have one, use a pressure cooker. It makes it absolutely fall-apart tender.
