Hi - check the state AND the city regulations (for instance, New York City has stricter requirements than NY State). I've listed state regulations links below. There are lots of online ordinations. Everyone knows the ULC, but I've listed the Church of Spiritual Humanism, which began after 911 (started by a victim's relative), and which has officiants in many states. Also -- your friend can conduct the ceremony, but you can ask a JP or civil officiant to sign the legal marriage license - sometimes people do that just before the wedding, or they have a small private ceremony at another date (the day before, or the rehearsal dinner) which is the official legal wedding, in which you sign the license but perhaps not exchange rings, and then have your public ceremony with their friend/ pastor/ judge, etc. Links below to state licenses, and a brief discussion of the 'minimum legal ceremony' which you could have with a civil officiant. Actually anyone can perform the ceremony as long as you've done the legalities, which in many states can be signed by a notary public.
So, no matter where you are in the US, if you get the paperwork taken care of, your friend would not have to be ordained. BTW< years ago a friend of mine did online ordination and performed her own son;s wedding. I think this *was* in California... or it could have been Rhode Island.
