I can understand that out of respect for your mother that you would want to cover it up. However, I cannot agree with you. I think that if you were concerned with what your mother thought about the tattoo you should not have gotten one to begin with (at least where it it visable. )
I know there are special kits out there to hide tattoos in wedding dresses (NOT makeup, that will get all over your dress). I cannot recall the name off the top of my head but I KNOW for a fact that if you buy a bridal magazine (any one should do) in the back where there is a bunch of advertisements there are products that you can buy to cover the tattoo. There are several to choose from.

If a wrap doesn't work, I've seen makeup that claims to be able to cover them. Make sure to experiment before the big day! Also, if you live in a hot climate, there is a chance the makeup might melt off. Good luck!

Ask your floarlist about making you an armband with flowers. That could be a great accent to your dress and will be pretty and unique.

There are tattoo removal kits that you can purchas for like $25. But you also try using makeup like foundation.If you so the foundation route make sure that it does not get on or near your dress.

you can go to jcpenny or macys and go to the makeup counter and they have this makeup that covers up anything. they match up your skin tone so it covers and looks natural all over. it is like 100 bucks a tube but well worth it.

Chose a dress with little cup sleeves. That should cover it up.
And that is very nice of you considering your mom's feelings.
