my fionce is in jail but we want go get married cuz he might be in there for a while

It depends on what county it is. Contact the local county clerk and ask. But, why would you want to get married in a jail? I'm sure Oregon has a lot nicer places to get married.

Not sure about Oregon. But some states do allow for inmate marriages. Contact the jail and ask to speak with the Chaplain. He/She can give you the best answer.

Rightfully, a person should not be able to. Unfortunately, some places you can, and even get conjugal visits, even though the hard-working taxpayers will end up footing the bill for any kids, since the jailbird husband can't support them.

Sounds like you need to dump him and find somebody better.
Hint: If he is in jail now, the odds are he will be winding up there again.
