Found a huge paper about it. It appears the average time for americans is (drum roll please) Prom night. So 16-19 years of age.
I've included a link to the paper is included. It is a long read (22 pages) so if you have an afternoon and want to read about such things then your in luck. The name of the paper is: The Ambiguity of "Having Sex": The Subjective Experience of Virginity Loss in the United States - Statistical Data Included.

a person is ready to have sex when they willingly, without any pressure, want to have sex. both male and female. they will have the sex whether or not the parents approve or if they have been educated about it or not. so we might as well educate them so they do not get pregnant or any std. some of you may not like this. but it is the most real and honest answer you will hear pertaining to this question.

in the united states (based on most recent 2005 research), it's 16 year old for boys, 15 years, 2 months for girls.
in europe, there's a 2 year difference (younger) for both sexes. in russia, it's closer to 12 (for girls) 13.1 for boys.
and the average Russian female (by age 30, if she's lived that long) averages 9 abortions. amazing---and very very sad.
