Has this ever happened to anyone, and why could it possibly be doing that (especially when I'm the only one home @ the moment, and both cordless phones - the only ones in the home - are sitting right here beside me)??

When we pick up the phone, all we hear is static..(can't dial out - and probably can't receive calls either)..

It's done this before, and 'fixed' itself after about half an hour (without anyone trying to fix it).

NO phone is off the hook, they are RIGHT HERE beside me, and NO, I don't have dial-up.

usually paranormal activity triggers this erroneous prompt. Do you have a digital camera? If so start taking random pictures of your domain and chances are you might have a ghost that will show up.

Someone may have hijacked your line and its making calls on your phoneline or if you have dial up internet service, it could be the culprit, or you may have a short in the wires. Unplug each phone, computer, fax, etc. from the jacks one at a time and see if one of them is causing the problem. If you still can't determine what's causing it, call the phone company.

Make sure all your phones are hung up correctly. If they are, call the phone company. They may need to check your phone line. Usually they have you unplug everything (EVERYTHING, modem and ALL phones and anything else you have plugged into the phone line) and leave it unplugged for ten minutes or so and then plug it all back in and see if that fixes it (kind of "resets" your phone lines) if it doesn't fix it they'll probably send someone out to check your lines.
Good Luck!

I agree with everyone to check your phones out thoroughly first. unplugging them and even buy a cheap 5 dollar phone to do the experimenting on those lines with. I have gone through this in the past and paid the service fee only to find the problem was with a phone.

Trying unplugging the "main" phone line from each of the phones for 15 minutes and then plugging them back in.
