My advice would be to buy from a reputable breeder and ask to see the parents of any puppy. Nice parents generally equates to a nice puppy. Dog magazines often have list of breeders in the back - or ask your local vet for recommendations.
If you want an older dog then again contact the decent breeders in your area - often they will have/ or know of a rescue or rehoming network. Often these dogs are given away if you can show that you understand the breed and can provide a great home.
Rescue centres are another choice - though many of these dogs have emotional and physical needs over and above the norm and will need careful training from experienced owners. I had a rescue dog and he was a fantastic dog - but needed a LOT of training and attention in the first couple of years to get over his past ill-treatment. Choose a dog to suit your committment and lifestyle. All dogs require basic training and exercise - some will need a lot more than others!

If in the UK dont buy from a puppy farm, buy from an authorised breeder and get the info from the Kennel Club. Or choose a resuce dog from Battersea Dog's Home.
Please make sure you can look after the kind of dog you buy properly. A dog is for life, not just for Christmas!

It depends what you are looking for. If you are looking for a specific breed then look up breeders of that particular type, if on the other hand you are not bothered, and maybe even a mongrel would suit you, then go to your local animal shelter where there are lots of un-wanted dogs who are just waiting for a loving family to adopt them, I have to say at this point that as we get closer to Christmas that not many shelters let any animal go now, not until the New Year.
Whatever you decide.

Please, I am begging you, do not buy from a pet store. Most pet store puppies are purchased from a puppy mill, or irresponsible breeders. This can result in many adverse side effects. Including, but not limited to:
A dog that quickly develops diseases (ie hip dysplasia, eye problems, skin problems, diabetes) this is a result of bad breeding; inbreeding, or not checking the parent dogs for hereditary eye/hip/etc. problems.
A neurotic dog. They can chew themselves for no reason, run around in circles, shake constantly, drink water constantly. Also a result of bad breeding.
A dog that is poorly fed/cared for. Pet stores are in it for the money, as is ANY retail company. They DO NOT put animals first!
Being ripped off. You can buy what they call a "pure bred yorkie" or whatever, and later find out it's a lhasa apso/chihuahua mix.
Please visit your local humane society/animal shelter/spca.
There are millions of homeless unwanted dogs sitting in kennels as we speak, wanting nothing more than love and a comfy forever home!!
Also, no kill shelters are not neccessary. Just because a shelter does not claim itself as being "no kill" does not mean it's bad. I work for an open admission shelter, which means we take in anything that comes through our doors. No kill shelters can turn away aggressive dogs; pitbulls/rotties/bully breeds; sick animals; basically any animal that they do not want to deal with. Aggressive animals, or animals that are in pain, are much better off humanely euthanized than staying alive and being miserable and unloved.

Plenty of lovely dogs need a new home. Do not buy from a paper ad or pet shop, go to a your local animal shelter where you will find a lot of wonderful animals desperate for a good home. It will come neutered and microchipped.
Don't forget greyhounds and whippets too. They make the most wonderful pets; generally there are specialist rehoming centres for them.

Firstly decide what type of dog you can have and if you dont want to save a dog from one of the recognised shelters then try a web site called www.donedeal.i.e, i advertised to sell my bulldog and within 1 day i had 300 people look at the advert. The dog was sold that day. Give it a go.

You can ADOPT a dog, from local shelters & rescues. Please do this, rather than buy a dog from a random person. The shelters/rescues will have medical records on the dog in question, and the dog will be up to date on vaccinations, and in most cases, spayed/neutered already.

you should adopt from a local shelter. they have all sorts of dogs & they are "people tested" they have their first shots, they normally are fixed - so you win all around. plus many of the pet stores get their dogs from puppy mills, so buying from them only encourages the problem. don't think of a shelter animal as a reject - when i had my divorce, i couldn't keep my cats. they were WONDERFUL pets under bad human circumstances. most animals at the shelter end up there in similar situations & will make a fine pet.

So you must take into consideration, how large or small, the kind of time you have to spend with a dog, certain things that some breeds need that others do not. There are a lot of factors. Chetco listed a great site. I know that some pet stores like PetSmart offer space to humane organizations to offer pets for adoption. These dogs come from shelters and humane orgs. of all sorts and are not purchased from puppy mills. Some SPCA's in large cities have websites where you can view their dogs for adoption online.
