Have tried everything, uninstalling, downloading the correct unistallers from Adobe, following on screen instructions from Adobe, checked Active x and security settings to make sure they are not to high. I simply cannot download flash player 9. Is the problem with IE7 is it incompatible

You've hit the nail on the head. It is a problem with IE7. Try uninstalling that first or use another web browser.
