Amazon charges tax in those states where it has physical operations (Washington, North Dakota and 1 or 2 others).
Technically, if they do not charge you sales tax, you are supposed to pay use tax directly to the state but most people do not. In Minnesota, we have a separate return called the UT-1 and in other states it is a line item on the income tax return. While most people still ignore these forms and lines, I anticipate the states will try to enforce them more vigorously in the future. It is a way to raise revenue without raising taxes.

It's possible. A lot of it depends on who the seller is, what you're purchasing, and the destination of the merchandise.
Kansas is similar to Minnesota. If you're not taxed for items purchased through catalogs, tv commercials, online or if you're on vacation and purchase items in a state that has no tax, then you have to remit the tax directly to the state. It's called Consumer Use Tax.
