That tool bar was removed by Microsoft, Nice of them! you will have to drag the Icon on to your desk top, from your all programs list... Good Luck!

cl Programs
look for Outlook Express (below Microsoft)
right-click on the icon for Outlook Express
choose create shortcut
If you are asked if you want to save it to your desktop, click Yes.
If not, and the shortcut appears on the same ment, right-click and cut, go to the desktop, right-click and paste.

Right click on the ie7 toolbar and click on customize command bar. Click on add or remove commands. Bring over the read mail icon to the current tool bar selections. click ok . Done.
Found this on microsofts webpage under FAQ. I don't know what I would have done without it!

in case you pick the e-mail icon for IE 7, perfect click on an empty area and choose the personalize Command Bar>upload and eliminate instructions>choose the e-mail Icon contained in the left field and upload it to the right field. it is going to now be contained in the record of concepts on the right end of the tabs.
