I want to format my pictures into 300 by 300 pixels, what program should I use to format the picture?
P.S. whoever tells me the best program wins for the best answer.

Most programs will work. Do you have microsoft picture it or any other preset photo program that came with your computer. even microsoft Paint will work in a crunch.
I use photoexpress software, as well as adobe personaly.

I would say Photoshop is the best software to format photos.
