www.allrecipes.com is one of my favorite site on the Internet. I use it all the time. When you select a recipe, you can view ratings and reviews on it. I especially like to read through some of the reviews the first time I'm making something new - this gives you the benefit of experience, even though it's the first time with a recipe.
Account are free to create, and you can save your favorite recipes in your "recipe box" to view it later.

I always use the Food Network site, foodtv.com. They have a search engine you can use to find recipes with the ingredients you want in your dish. You can add search terms as you go to narrow down the recipe options. They also have ratings for many of the recipes, as well as difficulty level.

Allrecipes.com is the only website that I totally trust recipes from. Everything that I have tried there comes out GREAT! Also, you can read review and view pictures submitted by other users.
I don't really trust cooks.com

Recipezaar.com is a HUGE user-submitted recipe site, and all recipes have ratings and comments by other users so you know you're getting something tried and true :)
