This is a highly subjective way to rate a boxer. Since Boxers have different weight classes, there is no direct way of comparing champions or great fighters at their respective classes. Since Pacquiao can't trade punches with Klitschko, Boxing analysts rely on statistics, opinions, gut, and preferences to rate boxers!
For example, Pac-man for me is the #1 P4P boxer since he had KO'd good and great fighters in a sensational and dominationg manner in his super-featherweight weightclass. He looks invincible that it seems to me that nobody in his weight could defeat him!
But hey, this is just my opinion!!! Some would argue that Floyd is still #1 but some would also agree!!!

Pound for pound champion was created by publications like Ring Magazine as a way for fans to understand that there is boxing underneath the heavyweight division. Sugar Ray Robinson is the most famous and the first to be coined as such, even though there were fighters like Henry Armstrong for instance who once won three titles in three different weight divisions in eight months. A heavyweight no matter how good they are is never recognized as the P4P champ. This title is for the little guys and is given out to the fighter who everyone feels is best. This title is not won or lost in the ring like a regular title. It is chosen on current merit. Floyd Mayweather Jr is the current one to be recoginzed.

It’s a way of comparing the ability of fighters from different weight divisions. E.g some say Roy Jones is the best pound for pound fighter in the world today. Meaning he has better skills than any other fighter in any weight division.

Pound-for-pound basically means the best boxer within his weight-class compared to the best boxer in other weight-classes. Basically, who is the more dominant fighter in their weight class.

When you compare, say Mike Tyson to Naseem Hamed. They are in different weight classes but you can still compare to give you the better fighter by using statistics such as most punches landed, most knockouts, most fights won etc. I think at the minute it is Rocky Marciano or Mohammed Ali.
