Ok, first, make sure he's not in a relationship or anything sticky. Then, just start doing some innocent flirting, such as darting glances, smiles, etc. Then, if he responds well, start holding conversations with him after class on the way do other classes. Keep the conversation very generic like something about school or what he's doing this weekend and act like you're interested. If you keep this up and become friendly with him, he's bound to start liking you.

As ambi states, if he like you then he will of his own free will, you can't force someone to have feelings for you, the most you can do is let him know how you feel and hope he feels the same.
