Just add blue food coloring drop by drop, mixing after each drop, until you reach the desired color.

Or you could make never dry chocolate by mixing the food colouring with milk and adding that in. But as I say the chocolate will never get hard when it cools. It'll be in a constant state of meltedness!

You need to buy a special "paste" to color the chocolate. If you add the liquid drops the chocolate will "Seize up" and become grainy and thick and un-usable. You can purchase pre-colored chocolate discs that you can melt and then use to ice the cakes. I would maybe get a white chocolate frosting and tint it blue, or frost the cupcakes white and use blue frosting for details.
good luck

You can use food coloring but the paste kind works best and will give you the most satisfying color. Good Luck!
