It is likely tonsillar debris. Lots of people that still have their tonsils share this condition. In most cases, you just clean it out and deal with the bad smell. It can, in rare circumstances, cause infection. The best way to solve this problem is to have your tonsils removed. While this is not a fun experience either, it should solve your problem.

It is called mucus. If you are experiencing chest congestion then get some Mucinex.
