Not really. I was strongly advised as a Westerner to avoid Bihar during my frequent visits to India. I've seen quite a lot of the world, but when a local tells me to avoid a certain place because ¨they would rape women in the middle of the day.¨ I am an adventurous traveler, but I do not want to test this theory.

They seem to be going through their ¨Wild West¨ politically corrupt cowboy phase.
