Revelation 1:13-15
13 and in the midst of the seven candlesticks one like unto the Son of man, Dan. 7.13 clothed with a garment down to the foot, and girt about the paps with a golden girdle.
14 His head and his hairs were white like wool, as white as snow; and his eyes were as a flame of fire;
15 and his feet like unto fine brass, as if they burned in a furnace; and his voice as the sound of many waters

Because of where he was born and raised, I doubt seriously that he was Caucasian. I believe He was an olive-skinned/light brown skinned man, sort of like the Mediterranean/North African peoples. I do believe however that He had shoulder length hair, because Jesus was born under the dispensation of the Law, not Grace. The NT scripture you quoted came AFTER Christ's death and resurrection, thereby amending the Law to reflect (among other things) that it was a shame for a man to have long hair. It was intended to help distinguish the sexes and affirm their relationship with God.

According to some mystics like Anne Catherine Emmerick who have seen the life of Christ, Jesus is said to have had blondish hair. Although Jewish, not all Jews are dark haired and dark complected and since he lived two thousand plus years ago, it is very possible that the persons living in Middle East looked different than they do today. A lot can happen to a culture in two thousand years. Also, Anne Catherine Emmerick saw the mother of Jesus, Mary as having strawberry blond (reddish) hair. If you study a particular culture today such as the people in Iraq or Palestine or Isreal, you will find persons of all sorts of hair color and eye color. Not all of them have dark hair and dark complexions. As for hair length, that's easy. Our standards of what is long and short are not the same as the Jews during the time of Christ. Men did cut their hair, but it was longer than a crew cut! Women didn't cut their hair and so a woman's hair was always longer than a man's.

Jesus was Black! He was from the middle east!
The white, blue eyed, flowing hair angelic Jesus portrayed by the western worlds is nothing more than a reneisance impression that stuck, annoyingly.

I can tell how he'll look when he comes down to Earth:
he will be of average height and red and white in colour. Placing his hands on the wings of two Angels. His hair spread to the shoulders, straight, neat and shining as after a bath. On bending his head, it will seem as if pearls are falling. He will have an armour on his body. He will be wearing two pieces of cloth light yellow in color.

He had long brown hair, blue eyes and a halo hovering over him. I saw a picture of him in church. Church wouldn't lie about his appearance.

I'm not sure if He had long hair or not, but I'm pretty sure He was of darker skin (probably bronze), dark hair, and brown eyes.
